Areas covered by local councils that are made defunct, will be forgotten and have totally unsuitable policies forced upon them.
They will be taxed to pay for the urban centre but receive nothing back as can be seen by the policy of taking money and resources from hardworking taxpayers to give to shirkers, wasters, illegal aliens and others who shouldn't be in the country that cluster in inner city ghettos.
Similarly, Starmer views pubs, workingmen's clubs and the like as dangerous meeting places for people to hold, discuss and propagate ideas and opinions contrary to 'Starmerthink'. Being unable to shut them by Diktat, and having been told in no uncertain ters that his lunatic plan to police conversations in suh establishments for 'inappropriate content,' he attacks them by taxing & regulating them out of existence
The ban on social media access may start with under 16s but will widen until only Starmer approved apparatchiks have internet access because he will not accept freedom in any form for the people he despises - that's anyone who questions his 'human rights' obessed worldview.
