It was reported this week that during talks at the recent session of the UN General Assembly Iran repeated its proposal for reopening the Strait of Hormuz:Abbas Araghchi, the foreign minister, told reporters at a press briefing that the proposal closely mirrored the commitments laid out in a so-called memorandum of understanding that was struck between the United States and Iran in June but quickly unravelled.
He said Iran was ready to begin putting the plan into effect as soon as Washington agreed to it.
“We have introduced a plan to the United States through the intermediators that if certain conditions are met, the Strait of Hormuz would be open on the end of the seventh day and talks would restart,” Mr. Araghchi said.
The offer is a return to the MoU which is then to be executed in a compressed timeframe:
Iranian officials said that while the proposal was effectively the same as the memorandum of understanding made in June, it was designed to move at a much faster pace. In the earlier agreement, a 60-day time frame was set for reaching nuclear negotiations.
Under the conditions that Iran has set for the agreement, according to Mr. Araghchi, during the seven days all hostilities would end, including in Lebanon; the U.S. would release Iran’s frozen assets — estimated at at least $12 billion — waive sanctions on Iranian oil and lift the naval blockade on Iran. Then, on the last day, the Strait of Hormuz would be opened.
Almost as soon as Washington had officially welcomed the proposal the Iranians denied having made it. However it seems the regime in Tehran is interested in resuming negotiations because Foreign Minister Araghchi has announced he will stay in New York until Monday, presumably to facilitate further talks.
It could be argued at this juncture that the USA and developed nations of the west need a settlement more urgently than Iran as disruption of marine traffic via Hormuz, through which a significant proportion of the world's oil and gas supplies flow is now causing fuel shortages and increasing living costs for western consumers.
A lot of media and political attention is focused on Iranian President Masoud Pezeshkian and Foreign Minister Aragchi’s performances in New York last week, based on the false assumption that they represent the actual position of the Iranian state.
This is simply not the case and that was made clear in Pezeshkian’s address to the BRICS group representatives last week. That pair are more interested in being ‘friends’ with America than advancing the Islamist agenda of the theocratic regime..
Pezeshkian made a big speech on the topic of ensuring that BRICS nations can transfer international funds outside the SWIFT system so they cannot be sanctioned. In he speech he urged that every currency possible be brought into the system so that a foreign investor who wished to can invest in Iran’s businesses.
These developments suggest there is a rift in Tehran between secularists who want an end to the conflict so that normal trade relations with the rest of the world can resume and the Ayatollahs who remain as aloof and isolationist as ever. Meanwhile the people many of who voted for Pezeshkian about 18 months ago, now disagree entirely and have learned at considerable cost, that Iran cannot possibly trust ‘the west’ especially the USA to do anything other than attack them and steal their resources.
The problem is the so-called ‘reformists’ who have maintained this contradictory position since the 1980’s as they have been seduced by wealth. That is not the bulk of the people, the military or the religious authorities but government officials seduced by the prospect wealth to be had from corrupt corporate deals – same falsehoods as the rest of the world has faced since time immemorial. Trump certainly wants to gain control of Iran's oil and gas resources but another certainty is that little of the revenue to be earned from those resources is likely to filter down to mid - ranking state officials.
In Iran’s case the sell off has been prevented over the years by Ayatollah Khamenei and his supporters who believes that security comes from everyone in the region feeling secure, hence the work of the late General Solemani.
