Leaked Documents reveal UK gov't secretly supports Saudi military action against Yemen

Last month the war in Yemen slipped, unremarked by mainstream media, unnoticed by the oh-so-politically-correct talking heads on television, into its fourth year.If the war was simply a falling out between Yemen's Sunni Muslim government supported by Saudi Arabia and the Shia Muslim Houthi rebels, supported by Iran, there would be s strong case for non intervention, given that western interventions elsewhere in the middle east have only tended to make things worse.

Unfortunately there being no FUKUS axis (France, UK, USA,) forces on the ground in Yemen does not mean the western powers are not involved. While Yemen is being pounded on a daily basis by bombs dropped by Saudi warplanes armed with missiles and weapons supplied by the three FUKUS axis powers, Iran's support of the rebels is of a lower level. After three years of Saudi air attacks the rebels are still fighting, but the suffering inflicted on Yemeni civilians is not far from genocidal.

The country has a huge humanitarian crisis with many people now suffering from malnutrition, disruption of water supplies has led to disease epidemics because there is only contaminated water to drink and with many hospitals and medical centres having been deliberately targeted by Saudi airstrikes there is a chronic shortage of medicines.

Mainstream media likes to present wars as being fought between the good guys in white hats and bad guys in black hats:Things are rarely that simple, and certainly not in this case. The Saudi Arabian government is an absolute monarchy that takes as its legal codex the medieval Sharia Law prescribed by the founders of Islam, the fundamentalist Wahhabi Muslim sect of the ruling Saud family exerts great power and the nation's enormous wealth and vast oil reserves grant it immunity from United Nations censure. The nation is also known to have funded Muslim fundamentalist terrorist organisations in the Middle East.

Western leaders say the Saudis are the white hats because of their money and oil and because, when it suits them, they cooperate with NATO, the EU and the USA.
Iran is a theocracy run by Shia religious leaders. It too is under Sharia Law, in much of the nation women and girls are treated as property and punishments are harsh for what can seem to people in the developed nations, relitavely trivial offences. In western media Iran is represented by black hats. In both nations women can be publicly stoned or flogged for disobeying their husbands or fathers and the penalty for adultery is public beheading. Iran too is know to have supported terrorist organisations.

Both sides wear dark grey hats then. But what of the war, is anything being done to mediate between the two sides?

UN Security Council investigators have documented violations of international humanitarian law by all sides with human rights officials claiming the "leading cause" of civilian casualties are airstrikes by the Saudi-led coalition, (Saudi Arabia, Qatar and the United Arab Emirates,) which backs Yemen's President Hadi against the rebels, supporters of the more moderate and secular regime of former president Ali Abdullah Saleh. Houthi artillery and missile attacks in reponse are morally no different but are delivered with vastly inferior technology and less destructive weapons. The rebel strikes are also less numerous, Iran does not want an all out war with Saudi Arabia and probably cannot match what the Saudis are spending on armaments.

The British involvement in a war the UK government has called the world's largest humanitarian crisis is somewhat greater than government ministers are prepared to admit according to leaked documents.

Throughout the Yemen conflict and long before, Saudi Arabia has been by far the biggest customer of Britain's armaments and military technology industry. Half of all UK exports of weapons and military equipment from 2013 to 2017 went to the Arab kingdom. Most sales were for the Royal Saudi Air Force (RSAF), 151 of whose 324 combat aircraft are British-supplied, along with weapons, radar and other ground systems, parts and spares.

Faced with legal and political criticism, the UK government denies any responsibility for - and claims it cannot necessarily control or even know - how UK-supplied weapons are used by overseas buyers, Last July the High Court agreed with that view (though activists are now applying to appeal that decision).

The recent revelations about the UK's relationship with the Saudi military challenges this 'flog and forget' theory of arms trade. Under a sequence of binding agreements between the two nations, the UK Ministry of Defence (MOD) and its contractors supply not only military 'hardware', but also software and "liveware'' in the form of expert military personnel to train and advise customers armed forces. Around 7000 people - civilian employees, British civil servants and seconded Royal Air Force personnel - are present in Saudi Arabia to advise, train, service and manage British-supplied combat aircraft and other military equipment.

The government has repeatedly assured Parliament that these personnel are strictly hands-off: "there is no British involvement in targeting or weaponizing aircraft to undertake missions in Yemen" one of the leaked documents says. They also insist that neither UK military nor civilian personnel "are involved in the loading of weapons for operational sorties, nor are they involved in the planning of operational sorties".

Over the past eighteen months, investigative reporters working with the support of the Joseph Rowntree Charitable Trust, have sought to map these British and British-employed personnel in Saudi Arabia, trying to understand their work and their experiences. The precise numbers and functions have remained obscure, even in liberal, democratic Britain people who reveal such details tend to disappear or become victims of 'bizarre gardening accidents' and such . The UK-Saudi agreements that govern their work are classified 'UK Confidential/RSAF Secret' and are closed from public release until 2027. Even UK ministers say they "do not have full visibility of the prime contractor's manpower footprint in Saudi Arabia.

As these agreements show, the umbrella contract between UK and the Saudis requires that "United Kingdom civilian and military personnel will remain available in Saudi Arabia for preparation, including arming and support, of the [Tornado fighter-bomber] aircraft during an armed conflict" in which Saudi Arabia is involved, though these personnel may not "participate" in the conflict directly. The clause makes no reference to the authorisation by parliament or lawfulness of such a conflict.
British diplomats have always been concerned about the implications of this commitment, and have lobbied both Conservative and Labour governments for the clause to be removed.

"At worst", the Foreign Office's Middle East Department warned the MoD , "this clause could expose HMG (Her Majesty's Government) to accusations that they were involved in an undercover role in unlawful military adventures; at best, it might threaten to compromise British neutrality in armed conflicts between third States." Papers elsewhere in the National Archives show that the commitment was removed from a draft version of the agreement circulated within Whitehall six weeks before signature. It nonetheless seems to have been re-inserted into the final agreement at some stage, thus bypassing they scrutiny of elected representatives.

Syria airstrike: Russia warns US, allies of ‘consequences’

Russia's Ambassador in Washington DC warned the USA and its allies there will be "consequences" in the wake of the US, UK and French (FUKUS axis) coordinated air strikes on Syria.

Russia feels threatened by the US decision to strike Syrian targets in retaliation for the alleged chemical attack in Douma on April 7, which Moscow believes was staged by western agents as justification for entry into Syria's civil war just as the Assad regime's forces, supported by troops from Iran were mopping up the last pockets of resistance from ISIS and Al Nusra front rebels.

"A pre-designed scenario is being implemented. Again, we are being threatened. We warned that such actions will not be left without consequences," Anatoly Antonov said in a statement on Friday night. "All responsibility for them rests with Washington, London and Paris."

Despite that and previous unequivocal warnings, US President Donald Trump, Prime Minister Teresa May and France's President Macron ordered their nations' forces to strike military targets in Syria on Friday night. The Russian military operating in Syria was not notified in advance about the American targets, General Joseph Dunford, Chairman of the Joint Chiefs of Staff, told reporters after the attacks.

The US "specifically identified” targets to “mitigate the risk of Russian forces being involved," Dunford said. "We used the normal deconfliction channel to deconflict airspace. We did not coordinate targets.”

While Trump said that the purpose of the US actions is to "establish a strong deterrent against the production, spread, and use of chemical weapons,” Antonov reminded that "the US – the possessor of the biggest arsenal of chemical weapons – has no moral right to blame other countries."'

World Watches as All-Out War Between Israel and Iran Inches Closer

Following last week's shooting down of an israeli warplance over Syria by unknown agents, over last weekend, the Israelis used the tired old threat from Iran as a pretext to launch a barrage of airstrikes on targets in Syria. According to Israeli media, an Iranian drone launched from within Syria flew deep into Israeli airspace, which gave Israel an excuse to not only down the drone, but to also target the base the drone was allegedly launched from in Syria.

In turn, Syria activated its Russian supplied air defenses, which saw Israel lose one of its fighter jets (sic) soon after. Not satisfied with this result, Israel launched more retaliatory strikes against Syria’s air defenses, including targets allegedly staffed with Iranian military personnel as opposed to mere proxy forces. Israel claimed, somewhat outrageously, that it successfully destroyed half of Syria’s air defenses. Because this is allegedly the first time Israel has struck Iranian targets as opposed to the Arab militia groups that are Iran's proxies on the ground in Syria, the developments undoubtedly represent an escalation.

"We are seeing a renegotiation of the rules of the game with regard to the kind of military activity that each side tolerates in the other," said Ofer Zalzberg, the senior analyst for Israel/Palestine at the International Crisis Group. "We will see more and more friction between the parties, given that we are seeing more and more this sense that Assad has the upper hand [against Syrian rebels]", he added.

Tehran has always denied it launched the drone in the first place (they would say that, wouldn't they,) stating its forces are in Syria in an advise-and-assist capacity only, but mainstream media in the west has taken Israel’s claim at face value. Maybe a drone did enter Israeli airspace, but the implication that Iran launched it still requires further proof given the drone almost certainly came from within Syria, which has a government and military of its own. Further, a pertinent question worth examining is why Iran would launch a drone into Israeli territory in the first place. On the other hand Israel, having sat out Obama's war to oust the Assad regime, is seething because the result of that kerfuffle was not the one it wanted.

Yesterday it was reported thar Russia had pulled out of a joint  Plutonium cleanup effort with the US,  and later that US State Department would end negotiations with Russia over Syria. In view of the collapse of the Kerry / Lavrov creasefire agreement, the likely next step may be one which John Kerry warned last week is "back on the table", the launch of air strikes and military action against the Assad regime.

Washington Post reports that the US national security agencies, ftotally frustrated by the resistance put up by Assad's forces with Russian, Iranian and covertly, Chinese assistance, have for weeks been looking for new options to recommend to the president to address the ongoing crisis in Aleppo and the removal of the Assad regime in Syria, which is currently an obstacle to US / Saudi Arabian geopolitical ambitions. 

A meeting of the Principals Committee, which includes Cabinet-level officials, is scheduled for Wednesday while a meeting of the National Security Council, which could include the president, is likely as early as this weekend.
 
Reuters hinted last week, at a Deputies Committee meeting at the White House, officials from the State Department, the CIA and the Joint Chiefs of Staff discussed limited military strikes against the regime as a "means of forcing Syrian dictator Bashar al-Assad to pay a cost for his violations of the cease-fire, disrupt his ability to continue committing war crimes against civilians in Aleppo, and raise the pressure on the regime to come back to the negotiating table in a serious way." Or, in other words, to cut to the chase and go right back to what the US was hoping to achieve in Syria in the first place: another regime change.

It has been proved many times that President Barack Hussein Obama is a fool and is quite capable of deluding himself that he is actually president of the world rather than of one nation (albeit a large and powerful nation). It is also well known though officially denied that in any middle eastern conflict, in spite of his claims to be Christian, Obama's sympathies always lie with the proponents of Islamic extremism rather than with the secular Muslims, Christians and Jews these barbaric religious fundamentalists would slaughter en masse should The White House succeed in propelling them into government.

Among the options being considered in Washington for resolving the Syrian conflict are Uncle Sam's faithful standby, the 'humanitarian' bombing campaign bombing, declaring a no fly zone over Assad held Syrian territory and using cruise missiles and other long-range weapons fired from coalition planes and ships. 

One proposed way to get around the White House’s long-standing objection to striking the Assad regime without a U.N. Security Council resolution would be to carry out the strikes covertly and without public acknowledgment, an official leaked. In other words, the warhawks in the administration are actively contemplating not only bypassing the White House, but flaunting the UN and launching incursions into the territory of a sovereign state (on humanitarian grounds of course), a course of action which Russia, China and Iran might interpret as a war, against Syria.

The CIA and the Joint Chiefs of Staff, represented in the Deputies Committee meeting by Vice Chairman Gen. Paul Selva, expressed support for such “kinetic” options, the official said. That marked an increase of support for striking Assad compared with the last time such options were considered.

“There’s an increased mood in support of kinetic actions against the regime,” one senior administration official said. “The CIA and the Joint Staff have said that the fall of Aleppo would undermine America’s counterterrorism goals in Syria.”

And do these war crazy idiots in Washington really think they can do such things covertly, that Russia Today and Iran's Press TV, not to mention The Guardian, The Times, BBC World News and the rest of the UK's sensation hungry press corps, Le Monde and Der Spiegel English edition, Times of India, Straits Times of Malaya, press and broadcast news all over Europe, Asia and South America are going to keep quiet about such an enormous story with global significance?

The good news is that, at least for the present not everyone involved in the discussion is a hawkish neocon. According to Washington Post reporters there’s still skepticism that the White House will approve military action because Obama has previously been warned by Pentagon officials with military experience that it is unlikely the USA's gay army could win a war against either Russia or China let alone both. Other administration officials said this week that Obama is no more willing to commit U.S. military force inside Syria than he was previously and that each of the military options being discussed have negative risks or consequences.

However, as we noted yesterday, during testimony before the Senate Committee on Armed Services last week General Joseph Dunford rang the alarm over a policy shift that is gaining more traction within the halls of Washington following the collapse of the ceasefire brokered by the United States and Russia in Syria saying that it could result in a major international war which he was not prepared to advocate on behalf of.
The notable exchange took place after Senator Roger Wicker of Mississippi asked about Hillary Clinton’s proposal for a no fly zone in Syria in response to allegations that Russia and Syria have intensified their aerial bombardment of rebel-held East Aleppo since the collapse of the ceasefire (See video).


"What about the option of controlling the airspace so that barrel bombs cannot be dropped? What do you think of that option?" asked Wicker. "Right now, Senator, for us to control all of the airspace in Syria would require us to go to war against Syria and Russia. That is a pretty fundamental decision that certainly I’m not going to make," said the Chairman of the Joint Chiefs of Staff suggesting the policy was too hawkish even for military leaders.  


Since the idea is, at present only at the discussion stage, possibly being mentioned in public to gauge the Russian reaction to a potential US military incursion, we now wait to see what Putin's reaction to the possibility of a US military campaign in Syria will be. The big problem that hangs over all of it however is the prospect of a Hillary Clinton presidency. Mrs Clinton is crazy for war, by far the most hawkish politician in the USA, and a petulant, vindictive bully who, as president, would not hesitate to fire anyone who opposed her and put yes men in their places. She has in effect promised war with Russia will be high on her agenda from the moment she takes office.

Situation In Syria Is Now Beyond Critical

You would have to have been living on another planet to fail to have noticed that while we have been away having our annual jolly in Majorca, the situation in Syria has deteriorated swiftly after the breakdown of a ceasefire agreed by the USA and Russia which lasted barely a week. All sides involved in the conflict blamed each other for breaking the ceasefire from day one but it was clear all bets were off when U.S. forces bombed Syrian government forces, killing at least 62.

CNN reported:

Hours after US-led coalition airstrikes reportedly killed dozens of Syrian troops, the US and Russian ambassadors to the United Nations chastised each other outside an emergency Security Council meeting.

The strike occurred Saturday in an eastern part of Syria that is not a part of a delicate and nearly week-old ceasefire. The US military said it was targeting ISIS militants and if it hit Syrian troops, it was an accident.

Russia and Syria said the strikes prove Washington and its allies are sympathetic to ISIS.

The Russian military said 62 Syrian soldiers were killed near Deir Ezzor Airport, according to state media. The UK-based Syrian Observatory for Human Rights put the death toll at 83 and said at least 120 soldiers were wounded.

After this, Syrian government forces launched an attack on the city of Aleppo, in which the last hospital still operating in the rebel held sector of the city was hit, prompting outrage from US officials.

Obama administration officials have begun considering tougher responses to the Russian-backed Syrian government assault on Aleppo, including military options, as rising tensions with Moscow diminish hopes for diplomatic solutions from the Middle East to Ukraine and cyberspace, U.S. officials said on Wednesday.

The new discussions were being held at “staff level,” and have yet to produce any recommendations to President Barack Obama, who has resisted ordering military action against Syrian President Bashar al-Assad in the country’s multisided civil war.

But the deliberations coincide with Secretary of State John Kerry threatening to halt diplomacy with Russia on Syria and holding Moscow responsible for dropping incendiary bombs on rebel areas of Aleppo, Syria’s largest city. It was the stiffest U.S. warning to the Russians since the Sept. 19 collapse of a truce they jointly brokered.

But the heavy use of Russian airpower in Syria has compounded U.S. distrust of Russian President Vladimir Putin’s geopolitical intentions, not only in the 5-1/2 year civil war, but also in the Ukraine conflict and in what U.S. officials say are Russian-backed cyber attacks on U.S. political targets.

The U.S. officials said the failure of diplomacy in Syria has left the Obama administration no choice but to consider alternatives, most of which involve some use of force and have been examined before but held in abeyance.

These include allowing Gulf allies to supply rebels with more sophisticated weaponry, something considered more likely despite Washington’s opposition to this until now. Another is a U.S. air strike on an Assad air base, viewed as less likely because of the potential for causing Russian casualties, the officials told Reuters, speaking on condition of anonymity.

And now we have the latest escalation as Russia's Foreign Minister Sergei Lavrov openly accuses the USA of aiding and supporting Al Nusra, thus indicating Russia's belief that the Obama Administration has no interest in neutralising the terrorists of ISIS and is only concerned with overthrowing the Assad regime in Damascus.

If the US launches a military campaign to oust the Syrian government, it would further fracture the country and have tremendous negative long-term consequence for the entire region, Russian Foreign Ministry spokesperson Maria Zakharova warned.

"If the US launches a direct aggression against Damascus and the Syrian Army, it would cause a terrible, tectonic shift not only in the country, but in the entire region," Zakharova said during a talk show broadcast Saturday 1 October.

With no government in Damascus, there will be a power vacuum in Syria, which Obama's notorious moderate rebels (the head amputators and human organ noshers of Sunni Muslim extremist cults who only (very moderately it must be said) torture and murder Christians, Jews and people who are simply the wrong sort of Muslim or even the right sort but just not extreme enough. In reality this rag bag army of nutters, criminals and fanatics are not moderate at all but terrorists of all flavors. Should Assad be removed as the USA wishes, these headcases would fill the vacuum in exactly the same way as they have in Libya which under Gadaffi was Africa's most prosperous and socially advanced nation and is now a failed state. There is no way dealing reasonably with such people.

A similar thing happened in Iraq, where [Saddam Hussein’s] Iraqi Army became the basis of the Islamic State. Everything that both the [US-led] coalition and Russia are fighting now stems from that particular foreign policy cock up, Zakharova said.

Now as the fighting escalates once more, the US says Moscow did not do enough to win the trust of rebel forces and to prevent the government of Syrian President Bashar Assad from attacking his opponents. Russia says Washington invented the ‘moderate rebels’ myth to give a veneer of respectability to its attempt to effect regime change in Syria, putting in place a puppet regime that would serve US and Saudi Arabian political and economic interests.

If full fledged war breaks out with Russia, it’s very likely to begin in Syria. The only good news here is I doubt Obama will begin any major escalation with only a few months left in his Presidency.
The bad news is that if Hillary Clinton is elected President, all hell is likely to break loose in short order.

Did USA Use Syria Ceasefire To Position Itself For Another Escalation Of Conflict?

After US-led airstrikes killed more than sixty Syrian soldiers it was inevitable the brief ceasefire arranged between leaders in Washington and Moscow was dead, ISIS were quick to exploit the disruption in Syria's forces to gain control of government held territory. While the USA claims the deadly air strike was accidental and the result of a 'technical error' this looks increasingly unlikely. The aerial attack and subsequent ISIS offensive (which must have been prepared with foreknowledge that the accidental attack was going to happen,) appears to be another escalation of US-led efforts to provoke Syria's allies Russia, China and Iran.

“The US Central Command claimed they thought the base belonged to ISIS.  It does now. With the forces decimated by the US attack, ISIS quickly overran the base,” wrote Jason Ditz on Antiwar.com. In fact US CentCom are lying, the site has always remained in the hands of Syrian government troops.

Syria and Russia, both adhering to the ceasefire according to independent monitors – are furious. Syrian President Bashar al-Assad said, “every time the Syrian state makes tangible progress either on the ground or towards national reconciliation, anti-Syrian states increase their support of terrorist organisations … the latest example of this is the flagrant American aggression on one of the Syrian army’s positions in Deir Ezzor to the benefit of Daesh [ISIS]”.

Russian officials are also essentially accusing the west of backing Islamic militants. Russian ambassador to the UN, Vitaly Churkin, said, “It is significant and frankly suspicious that the United States chose to conduct this air strike at this time.” This blog has reported many times that actors the USA, and in particular President Barack Obama and Secretary of State Hillary Clinton were instrumental in forming ISIS for the purpose of overthrowing Assad.

Russian President Vladimir Putin predictatably questioned the US commitment to the [now failed] cease-fire, suggesting that Washington wasn’t prepared to break with “terrorist elements” battling Assad’s forces. Putin has faced down the wuss Obama several times but is aware of the depth of US determination to start a major war in the middle east. China is yet to comment on this latest provocation but Beijing has previously pledged to stand by its allies Syria, Russia and Iran.

Syrian and Russian leaders know the US airstrikes were intentionally meant to kill Syrian soldiers, and likely to either provoke a response from Assad's allies and/or to assist ISIS.

Regime change is all the US cares about, and after years of failing to oust Assad, provoking Syria and Russia militarily is the phase the US has obviously entered in Syria.

Additionally, the Pentagon confirmed US special forces are on the ground in Syria fighting alongside troops provided by Turkey to the anti - Assad forces . US officials claim the reason for the deployment is to fight ISIS, but that assertion is laughed-off by most, as Turkey’s war is with the Kurds. Throughout the war, until Iran committed its elite troops alongside Assad's battered army, the Kurdish militias have been the most successful force fighting ISIS on the ground.
